IBEW set to Strike at CN 12:01 a.m. March 26th!
Message to CAW Members in the case of a Strike
March 24, 2005
The IBEW System Council 11, representing 730 signal and communication workers at CN,
issued a 72-hour notice to the railway stating that their members will take legal strike action at
midnight Friday, March 25, 2005.

CN has stated that it will “maintain its normal freight operations” in the event of a strike.

The Canadian Auto Workers Union takes this opportunity to express its full support for
IBEW System Council 11 and its members in their struggle to achieve a satisfactory
collective agreement with Canadian National.

In the event of any legal strike or lockout actions, CAW hereby instructs all its members to
refuse to perform any duties of fellow workers on strike or lockout.  CN is reminded of
its legal obligations in this regard under section 94(3)(c) of the Canada Labour Code.

The Parliament of Canada is currently considering a private members’ bill which, if adopted,
would ban the use of so-called “replacement workers” during all strikes or lockouts in the
federal jurisdiction (

supports this measure and calls upon all its members to urge their members of parliament to
vote in favour.

In the event strike action occurs, we ask all members to remain vigilant and report any
suspected use of “replacement workers”, especially those of cross-border origin.

We wish the signal and communication workers every success in achieving their demands.

In solidarity,

Robert Fitzgerald                                                      Bryon De Baets
President CAW National Council 4000                        President, CAW Local 100
