|Bill Coolen announces his retirement as Secretary-Treasurer of CAW National Council 4000
|During the CAW National Council 4000 Convention held at the Delta Montreal Hotel from November 2nd to 4th, 2007, Secretary -
Treasurer Bill Coolen announced that he would not seek a fourth term, choosing instead to retire upon the election of a successor
following the current elections of Council President and Secretary-Treasurer. Brother Coolen is the first and has been the only
serving Treasurer of Council 4000 since it was first established in November 1997.
Bill was first elected, along with the first Council President, Rick Johnston, by the delegates who attended the Council's Founding
Convention held at the CAW Family Education Centre at Port Elgin, Ontario back in November 1997. In addition to his
responsibilities as the Secretary-Treasurer of the Council, Brother Coolen served as the lead representative on union/employer
issues with VIA Rail, which included national negotiations for CAW Agreements No. 1 and No. 2 at the VIA Rail bargaining table.
Bill also sat on the Pension Committee at VIA. Prior to his tenure as Secretary-Treasurer of Council 4000, Bill served in a variety of
capacities with the CAW and the Canadian Brotherhood of Railway, Transport and General Workers Union (CBRT&GW).
Brother Coolen commenced his railroad career with Canadian National Railways in Halifax, working in a variety of classifications.
Bill was working in the CN Passenger department when the federal government created VIA Rail Canada as a new and separate
national passenger rail carrier. Bill chose to revert over to the newly formed Crown Corporation when it broke away from the CNR.
Delegates to the Council 4000 Convention gave Brother Coolen a standing ovation and later celebrated Bill's many years of union service and dedication to the
membership and union.
Brother Coolen has been instrumental in the success of National Council 4000 thus far. His experience and leadership will be missed. Bill will vacate his
position at such time a successor is elected during the current Council 4000 elections. Competing to replace Bill Coolen as Secretary-Treasurer is Heather
Grant, Regional Representative for the Atlantic Region; Dave Mercer-Hazlitt, Regional Representative for VIA Rail members in Western Canada (Local 4001 and
4002) and Rocky Mountaineer Vacation members in Local 4001, and Dan Michaluk, former Local President of Local 4002.
